Since 2005, E2PM was retained to provide a series of environmental services through multiple project phases for a major Brownfield redevelopment at the Former Van Leer Chocolate Factory site in Jersey City, NJ. This project is a complex adaptive reuse of a former 6-acre industrial site, divided into “North” and “South” Parcels. Historical processes included manufacturing of weed control products, pesticides, paints, and lacquers, in an area of NJDEP-documented historic fill. Historical uses resulted in high concentrations of arsenic contamination and Volatile organic compounds (VOCs) at depths greater then 16 feet in soils and groundwater at the site.
This project demonstrates E2PM’s varied staff experience with sites contaminated with VOCs as well as high levels of metals. E2PM managed all environmental tasks under E2PM’s Licensed Site Remediation Professional (LSRP), John Ferrante, PE, LSRP, from initial due diligence through final remedial actions. E2PM also assisted with technology selection, remediation contractor bid evaluation and selection, Health and Safety Plans (HASPs), Soil Management Plans (SMPs), Quality Assurance and Quality Control Plans (QAPP), Vapor Intrusion Mitigation (VI) design and implementation.
The site was remediated using innovative metal fixation technology and excavation of over 60,000 tons of contaminated soil. Monitored Natural Attenuation (MNA) of VOC contaminated groundwater was selected as the remedial strategy. As a precaution, an active vapor intrusion sub-slab depressurization system was designed by E2PM. E2PM’s Environmental staff continues to conduct the annual vapor intrusion mitigation system inspections and groundwater monitoring with submittal of the required reporting to the NJDEP. Once the NJDEP approves soil and groundwater permits, the RAO will be issued.
This project was awarded the 2010 Governor’s Environmental Excellence Award for Innovative Technology, which is the State’s premier environmental awards program for recognizing outstanding environmental performance, programs, and projects. The remediation costs of this project have exceeded $10 million with total project redevelopment costs over $65 million.
In February 2023, E2PM was the recipient of a “New Jersey’s Leading Capital Construction Project” award at the New Jersey Alliance for Action Awards event for their support on the Jersey City Municipal Utilities Authority (MUA) Phase 1-2 Sewer Rehabilitation project that lied within the area of the Van Leer project site.
