Mr. Smolinski has been an owner of E2PM since inception, becoming President in January 2021. Mr. Smolinski’s experience is comprised of 20+ years of hands-on project management and execution of hundreds of projects for Fortune 500 corporate clients, specifically in the wireless telecommunications and power production/transmission industries. Mr. Smolinski is a recognized leader as a Program Manager that can execute complex multi-discipline engineering and environmental projects and provide senior technical leadership on major projects that require complex regulatory and local permitting requirements.
For the Wireless Telecommunications division, he is responsible for client development, project management, staff and resource management and client interface with local and state agencies. He routinely designs infrastructure improvement projects and reviews local and state land use laws and codes. He also manages, develops, and constructs telecommunications facilities using a fast-track methodology to satisfy client’s timeline and provides necessary construction and permit documents with timely approval. On behalf of several wireless carrier clients, he is responsible for the management of environmental compliance (Due Diligence, National Environmental Policy Act [NEPA], State Historic Preservation Office [SHPO], Memorandums of Agreement [MOAs]) documentation and reporting to the Federal Communications Commission (FCC).
Mr. Smolinski has developed management tools to manage complex permitting activities required for the development of major linear transmission projects as well as site-specific developments across numerous State, Local, and County government Agencies, Land-use, and Zoning Boards. Mr. Smolinski has developed a practical know-how in expediting and processing permits and approvals for state agencies, such as the Meadowland Commission, Pinelands, Highlands Commission, NJ Department of Community Affairs (NJDCA), NJ Department of Environmental Protection (NJDEP), NJ Department of Transportation (NJDOT), NJ Sports and Exposition Authority (NJSEA) and numerous local and regional planning and zoning boards and agencies.
