Dr. Justin H. Daley is an internationally recognized expert in cultural resources management with nearly 15 years of academic and professional experience in archaeology. He holds a master’s degree in Applied Archaeology from Indiana University of Pennsylvania and a PhD from Flinders University in Australia. His credentials are further supported by specialized training in scientific diving, enabling him to contribute to both terrestrial and underwater archaeological investigations.
Dr. Daley’s diverse background includes extensive fieldwork across more than a dozen U.S. states, with notable projects in Connecticut, Alaska, New York City, and New Orleans. He has also conducted underwater archaeological investigations involving historic shipwrecks in Bermuda and Australia. His expertise encompasses all phases of archaeological investigations, including Phase I, II, and III surveys, burial and construction monitoring, underwater archaeology, and geophysical assessments.
Throughout his career, Dr. Daley has managed multidisciplinary teams within cultural resources, environmental, and engineering firms. He has successfully guided a wide range of clients through regulatory compliance processes under Section 106 of the National Historic Preservation Act (NHPA), along with related state and federal preservation laws. His work frequently involves close collaboration with federal agencies, tribal nations, and private developers. He is a Secretary of the Interior (SOI) qualified archaeologist, a Registered Professional Archaeologist (RPA), and a certified Scientific Diver. Dr. Daley is also an active contributor to the academic and professional community, regularly presenting at national and international conferences such as the Society for American Archaeology and the Society for Historical Archaeology.
At E2PM, Dr. Daley serves as the Cultural Resources Program Manager, where he leads and grows the department, manages a dedicated team of cultural resource professionals, and drives strategic initiatives to expand the firm’s capabilities and presence in the cultural resource management field.
