E2PM’s fast-paced engineering department is seeking a qualified applicant for a full time Licensing & Permitting Project Manager based in the Manasquan, NJ office. This position is for a dynamic, client focused, highly motivated, organized, outgoing, and energetic individual to join the firm’s utility permitting department to provide project management, engineering, and environmental permitting management throughout the Tri-State area.
This managerial role is essential in ensuring projects meet all regulatory requirements by managing the acquisition of necessary licenses and permits, particularly within utility industries across NJ. The position involves collaborating closely with clients, regulatory agencies, internal teams and stakeholders to facilitate and navigate complex permitting processes, address compliance challenges, and facilitate timely project approvals. Strong attention to detail, knowledge of environmental and utility regulations, and the ability to coordinate across multiple stakeholders are key to success in this role.
This applicant must have a strong background and broad-based expertise in engineering and municipal permitting, site development, civil design, and Infrastructure projects. The ideal candidate must be a self-starter, have strong technical, analytical, and communication skills, be a team-player and be proficient in civil engineering with a focus on site development and stormwater hydrology and hydraulics. This candidate should have a strong knowledge base of NJ Department of Environmental Protection (NJDEP) Land-Use permits (stream encroachment, flood hazard permits, soil erosion and sediment control, waterfront development) and knowledge with the NJ Storm Water Best Management Practices. This position would require project management skills and strong time management capabilities. The ideal engineering candidate would have a passion to grow and develop the firm’s permitting division and have the drive to manage, mentor, train and develop staff as needed.
Typical Duties and responsibilities:
- Manage and oversee the full lifecycle of permitting and regulatory approvals for development projects, ensuring compliance with local, state, and federal regulations. Manage all aspects of the permitting process, including land use approvals, wetlands, stormwater, air quality, and building permits, to facilitate successful project execution.
- Specialize in permitting for utility-related infrastructure, including wireless telecommunications, electric transmission and distribution, natural gas pipelines, renewable energy projects, and water/sewer infrastructure.
- Act as the primary point of contact for regulatory agencies, including Soil Conservation Districts (SCDs), NJ Department of Transportation (NJDOT), NJDEP, and the Federal Aviation Administration (FAA), to navigate the permitting process and resolve potential issues.
- Develop and maintain strong relationships with regulatory agencies, municipalities, and key stakeholders to facilitate efficient permit processing and approvals.
- Engage with municipal planning and zoning boards by preparing and submitting site plan applications, variance requests, and other municipal approvals required for project execution.
- Present project applications at Planning and Zoning Board meetings, responding to questions and concerns to help secure necessary approvals.
- Prepare and submit a wide range of environmental permit applications, regulatory reports, and compliance documentation, including environmental impact assessments and studies.
- Review architectural and engineering design plans for compliance with local municipal ordinances, zoning regulations, and building codes. Provide recommendations to address any regulatory concerns and ensure project approval.
- Review and interpret zoning ordinances, municipal regulations, and land use laws, ensuring project plans comply with all applicable legal requirements.
- Manage the preparation, submission, and acquisition of development applications and construction permits, including site plans, municipal permits, and building department approvals for building, electrical, plumbing, fire, and demolition work.
- Track and monitor the status of permits and approvals across multiple projects, proactively addressing delays or issues that may impact project timelines.
- Ensure all permit renewals, extensions, and compliance reports are submitted on time to avoid project disruptions.
- Stay informed about evolving regulatory requirements and permitting procedures, providing guidance to project teams and clients on best practices.
- Work closely with legal, engineering, environmental, and construction teams to ensure permit conditions and regulatory requirements are met throughout the project lifecycle.
- Identify potential permitting risks early in the project lifecycle and develop mitigation strategies to avoid delays.
- Assist with resolution compliance, ensuring all conditions set forth by regulatory agencies and municipal boards are met within required timeframes.
- Assist in business development efforts by supporting proposal preparation, cost estimates, and technical expertise for new project pursuits.
- Maintain accurate records of all permit applications, approvals, and compliance documents in an organized manner.
- Evaluate project performance against permitting requirements, identifying opportunities for efficiency improvements.
- Develop and implement best practices for streamlining the permitting process within the company, offering internal training where necessary.
Requirements (education, licensing, certifications, etc.):
- Bachelor’s degree in Engineering, Environmental Science, Planning, or a related field.
- NJ Professional Engineer (PE) License preferred but not mandatory; Engineering-in-Training (EIT) Certification will be considered.
- NJ Professional Planner (PP) and Certified Floodplain Manager (CFM) certifications preferred but not mandatory.
- Minimum of 5 years of relevant work experience, primarily in NJ, with a focus on engineering, environmental permitting, and project management.
- Comprehensive understanding of federal, state, and local regulatory frameworks and permitting processes, particularly within NJ.
- Progressive experience in Site/Civil Engineering design, with increasing responsibility in project execution.
- Thorough knowledge of civil engineering principles, practices, and tools, including site planning, grading, drainage, and stormwater management.
- Ability to read and interpret civil, electrical, and structural plans, as well as stormwater and geotechnical reports.
- Experience working with NJ regulatory agencies, including the NJDEP, NJDOT, NJ Department of Community Affairs (NJDCA), and SCDs.
- Strong knowledge of land use and development zoning regulations, municipal land use laws, and Uniform Construction Code (UCC) applications.
- Proficiency in Microsoft Office Suite, including Word, Excel, and Adobe.
- Experience with Geographic Information Systems (GIS) software and environmental modeling tools, such as AutoCAD, HEC-RAS, and HydroCAD.
- Commitment to maintaining professional licensure, if applicable, and staying current with industry standards, regulations, and software advancements.
- Excellent managerial, technical, analytical, organizational, and communication skills.
- Ability to manage, mentor, and collaborate with staff to ensure project success.
- Willingness to travel throughout NJ as needed.
- Capability to access and navigate job sites and active construction areas.
- Valid driver’s license with a clean driving record.
