Title: Architectural Historian (Mid-Level / Senior-Level)

Description:
E2PM is immediately seeking qualified mid-level or senior-level Architectural Historians to join and support its growing Cultural Resources Department. This position is critical to assist with a range of ongoing and upcoming projects across New Jersey and the surrounding region.
Candidates should have expertise in architectural history, cultural resources management, and federal and state preservation regulations. This role requires an individual who can effectively manage technical fieldwork, contribute to business development, and provide guidance on regulatory compliance.
The ideal candidate will have a strong understanding of the National Historic Preservation Act (NHPA), Section 106 regulations, FCC Programmatic Agreements, and State Historic Preservation Office (SHPO) procedures. Experience in the wireless telecommunications industry, including FCC Tower Construction Notification System (TCNS) and E-106 filings (Forms 620 & 621), is highly preferred.

Responsibilities would include:
- Conduct historic architectural resources surveys and evaluations from start to finish, including background research, context development, field documentation, report writing, and survey form preparation in compliance with CEQA, NEPA, Section 106 of the NHPA, and applicable local requirements.

Evaluate historic architectural resources in relation to the National Register of Historic Places (NRHP) criteria and within the framework of the historic and architectural contexts developed for each project.

Assess effects of proposed undertakings on identified historic properties in accordance with 36 CFR Part 800.

Develop recommendations to eliminate, minimize, or mitigate adverse effects and assist clients with Section 106 consultations to resolve impacts.

Lead or contribute to the development of historic preservation documents, including NRHP nominations, HABS/HAER/HALS documentation, historic context studies, preservation plans, and interpretive materials.

Ensure compliance with the Secretary of the Interior’s (SOI) Standards for the Treatment of Historic Properties and their application in federal, state, and local regulatory settings.

Work within project budgets, manage technical reports from start to finish, and meet deliverable deadlines.

Mentor junior staff and support internal teams to maintain quality standards and project consistency.

Conduct Tribal and Interested Party consultations as required for specific projects.

Actively contribute to identifying new business opportunities, expanding client networks, and strengthening relationships with existing clients.

Lead or support proposal preparation, including crafting scopes of work, fee estimates, and strategic teaming arrangements.

Monitor industry trends, upcoming projects, and regulatory changes to strategically position E2PM for new work.

Collaborate with E2PM leadership to define and implement growth strategies for the Cultural Resource Department.
Requirements (education, licensing, certifications, etc.):
- Master’s degree (Preferred) in Architectural History, Historic Preservation, Architecture, or a closely related field; a PhD in a related field is a plus.

Minimum 2-5 years of experience, leadership experience within cultural resource management or historic preservation preferred.
- Meet the Secretary of the Interior’s (SOIs) Professional Qualifications in Architectural History.
- Federal Communications Commission (FCC) experience in Wireless Telecommunications Industry (desired but not mandatory) (620/621 Submittals, Tribal Notifications)
- Experience in leading / managing cultural resource projects, including survey, evaluation, compliance, and reporting.

Proven success in client-facing roles with strong interpersonal and communication skills.

Demonstrated track record of winning, managing, and delivering successful projects in the CRM or preservation field.

Expertise in Section 106 compliance, FCC and SHPO coordination, CEQA/NEPA review, and HABS/HAER documentation.
- Strong understanding of the SOI Standards for the Treatment of Historic Properties and their application in preservation and regulatory contexts.

Experience in preparing National Register nominations, interpretive materials, preservation plans, and other compliance-related documents.
- Demonstrated ability to manage and mentor junior staff or consultants, providing guidance, training, and quality control for projects.
- Ability to effectively communicate with clients, regulatory agencies, and preservation groups, with proven experience in Section 106 consultation and conflict resolution.

Proficiency in technical writing with a portfolio of high-quality reports and deliverables.
- Strong project management skills, including budget management, scheduling, and meeting deadlines while maintaining high-quality deliverables.
- Familiarity with the use of GIS, CAD, and other architectural documentation tools is preferred.

Involvement in professional preservation organizations (e.g., ACRA, NTHP) is highly desirable.
- Familiarity with emerging trends and best practices in the field of historic preservation, including sustainable preservation practices and technology-driven approaches.
- Work well independently and as a team member, demonstrating the ability to manage tasks autonomously while collaborating effectively with internal teams and external stakeholders to ensure project success.
