Title: Senior Civil Engineer (Residential Development)

E2PM is seeking a qualified applicant for a Senior-level Civil Engineer to assist the Residential Development sector within the Rockaway office.  This position is for a dynamic, client-focused, highly motivated, organized, independent, and energetic licensed NJ Professional Engineer (PE) to provide direct support to the Residential Development Sector Manager. This position plays a key role in engineering design, stormwater management, subdivision/variance planning, septic system design (new, modifications, and replacements), surveying, and construction phase services, supporting new home construction, building additions, and other residential property improvements. A strong understanding of environmental constraints such as wetlands, flood zones, and soil limitations is critical to ensuring project feasibility and compliance.

This individual will also play a key role in permitting and regulatory compliance, preparing and submitting permit applications, coordinating with agencies, and providing expert testimony before local Planning and Zoning Boards when required. This position also includes construction support and site assessments, overseeing soil testing, site inspections, and contractor coordination to ensure projects meet engineering specifications and safety standards.  This role requires strong collaboration with private property owners, surveyors, architects, developers, attorneys, and local municipalities to facilitate project approvals and execution. Additionally, the Senior Civil Engineer will assist in managing project timelines and budgets, mentor junior engineers and drafting staff, and contribute to business development and client relationship management as needed.

Typical Duties and responsibilities: 

  • Provided direct engineering support to the Residential Development Sector Manager, assisting in the technical oversight of projects, and ensuring deliverables meet client specifications, regulatory requirements, and engineering standards.
  • Plan and develop residential site projects based on site investigations and analysis of topographical, geological, and survey data, including blueprints, maps, and aerial imagery.
  • Prepare and oversee the development of preliminary and final site designs, including stormwater management systems, lot grading plans, septic disposal systems (new, modifications, and replacements), and land development plans.
  • Assess and incorporate environmental constraints such as wetlands, flood zones, soil limitations, and stormwater challenges to ensure feasibility and compliance with regulatory requirements.
  • Conduct zoning ordinance and building code analyses, ensuring compliance in subdivision, variance planning, and site development.
  • Use AutoCAD Civil 3D, stormwater modeling software, and GIS applications to prepare and review engineering drawings, specifications, and reports.
  • Prepare and submit permit applications for site development, ensuring compliance with local, state, and federal regulations.
  • Provide technical expertise and guidance throughout the permitting process, addressing agency comments and revisions as necessary.
  • Represent projects before local Planning and Zoning Boards, providing expert testimony when required.
  • Collaborate with regulatory agencies, municipalities, and stakeholders to streamline approvals.
  • Conduct site assessments and feasibility studies, providing engineering solutions tailored to project needs.
  • Support construction phase services, including site inspections and coordination with contractors, to ensure design specifications and safety standards are met.
  • Monitor project schedules, forecast design and construction timelines, and oversee sub-consultant services.
  • Work closely with private property owners, surveyors, architects, developers, attorneys, and local municipalities to facilitate project execution.
  • Mentor and provide direction to junior engineers and drafting staff, supporting professional growth and project execution.
  • Participate in business development, client outreach, and proposal efforts, maintaining relationships with prospective and existing clients.

Requirements (education, licensing, certifications, etc.):

  • Bachelor’s degree in Civil Engineering (Master’s degree preferred).
  • Professional Engineer (PE) License in New Jersey (mandatory); PE Licenses in NY and PA are desirable. 
  • 5 – 7+ years of related civil engineering experience, primarily in residential site development projects in NJ and NY.
  • Continuous and progressively expanding design experience in Site/Civil Engineering, including stormwater management, lot grading, and septic system design (new, modifications, and replacements).
  • Strong proficiency in AutoCAD Civil 3D, Microsoft Office, and design software such as HEC-RAS, HydroCAD, and other relevant engineering tools.
  • Thorough understanding of civil engineering principles, practices, and tools with the ability to apply them effectively in residential development.
  • Knowledge of land use zoning and municipal land use law (preferred).
  • Strong technical, analytical, organizational, and communication skills, with the ability to convey complex engineering concepts to clients and stakeholders.
  • Proven ability to manage, mentor, and train junior engineering staff, providing guidance throughout the project design and implementation process.
  • Experience in managing multiple projects simultaneously, with the ability to work independently and meet deadlines without extensive supervision or instruction.
  • Ability to travel as needed to job sites and construction areas; must be able to access and navigate construction zones.
  • Valid driver’s license with a clean driving record.
  • Must maintain professional licensure and stay up to date with industry standards and software advancements.
